Plainville Town Hall 
Plainville, MA

In September 2016, Turowski2 teamed with Kaestle Boos Associates (KBA) to complete the study and design of a new Public Safety Building and Town Hall for the Town of Plainville.  These buildings built on the site of an abandoned elementary school and directly adjacent to the Town’s Library, will create a central heart of the Town, where many of the public needs can be met.

 

T2 and KBA worked simultaneously to define the program requirements for the two individual buildings.  T2 worked closely with each Town Hall Department including the Town Clerk, Building Department, Historical Commission, and Cable Access Television.  Several options were developed with varied layouts related to the sharing of space between Town Hall Departments as well as with patrons.  Careful attention was given to each department’s adjacency needs and placed in the building according to the frequency in which patrons visit. The open and bright public corridors allow patrons to easily navigate the department service counters, while keeping employee circulation separate and secure.  Also included in the design of the Town Hall are shared interdepartmental printing facilities, room for future Town needs, attic storage for records, vault for vital records, and 4 meeting rooms of varying size.  Consideration was taken to allow the usage of the meeting rooms for night meetings and for Library functions, while the remainder of the Town Hall would be closed. The large meeting room on the First Floor has direct access to the exterior and can seat 80 people and also allows for audio visual recording and cable access TV broadcasting.  Careful consideration was taken while designing the exterior of the building to be in harmony with the size, scale, and material of the existing adjacent library.
